摘要
对比分析广州市健康教育机构三年来能力建设方面的情况,有针对性地加强健康教育机构能力建设。通过调取2010-2012年《健康教育所(中心)基本情况调查表》中机构的基本情况、人力资源、经费投入等方面的数据进行相关的比较分析,反映出三年来广州市健康教育机构维持稳定,但管理机制不完善;人员编制数和专职业务人员数有所增加,年龄、学历、职称、所学专业的结构渐趋合理,但专职业务人员总量不足,地区之间不平衡;经费投入以财政专项经费为主,并逐渐增加,但以市级经费投入为主,区级健康教育机构投入较少,且不平衡。广州市健康教育机构能力建设处于不断进步的过程,但仍需政府和健康教育机构的不懈努力,不断加强机构建设,优化健康教育人力资源配置,加大经费投入,提高整体素质。
To compare and analyze the capacity building at the health education institutions in Guangzhou in the past three years in order to strengthen the institutional capacity building of health education. The analysis will be done based on the basic situation, human resources, investment from the Basic Information Questionnaire for Institute of Health Education in 2010-2012. In the past three years, the health education institutions in Guangzhou are stable. However, the management system is not mature. BianZhiShu and the number of special personnel have increased,the distributions of ages, education levels, professional titles, and specialties have become rational,but the full-time special personnel are insufficient and the numbers of the specialists of different regions are unbalanced. Funds are dominated by the special fiscal funds, the amount increases with priority to municipal funds. Less priority has been given to the district health education organizations. The unbalance of the funding system is found. The capability building at the health education institutions in Guangzhou is making progress constantly. However, the efforts of the government and of the health education institutions are needed to strengthen the building of the organization and the optimization of human resource allocation, to increase the investment, and to improve the overall quality of the health education in Guangzhou
