摘要
在效用理论的基础上,根据产权式保障房的特质和受益人享受的住房服务类型,将效用划分为使用、人居与财富三个方面,建立了效用分析框架,并利用2012年青岛、郑州的经济适用房调研数据,分析了经适房政策受益人的效用状况。通过理论分析和实证研究,得出了受益人效用变化及其评价结果,揭示了以经适房为代表的产权式保障房政策受益人各类效用变化的政策意义。认为产权式保障房有其存在的价值,不仅能够显著提高特定群体的效用,还能发挥财富效应,实现福利改进,但因制度设计和政策效率等因素仍有待完善。
According to the nature of the property - rights affordable housing and housing services enjoyed by the beneficiaries, this essay divides utility into three aspects: use, living and wealth based on the utility theory, and establishes u- tility analysis framework. Using the affordable housing survey data of 2012 in Qingdao and Zhengzhou, this essay analyzes beneficiaries' utility situation of fitness room. Through theoreti- cal analysis and empirical research studies, this essay finds ben- eficiaries' utility change and its effectiveness evaluation results, revealing to the various utility change and the policy significance in fitness room on behalf of the property - rights affordable hous- ing. Studies suggest that the property -rights affordable housing has its own existence value, not only significantly improving the effectiveness of specific groups, but also exerting weahh effect to achieve welfare improvements. But the efficiency of institutional design and policy factors still need to he improved.
