“禁伐令”下的黑龙江国有林区城镇化建设问题研究

Research on the Urbanization Construction under the “Ban on Cutting” in Heilongjiang State-owned Forest Region

国有林区的"禁伐令"于2014年4月1日开始正式实施,政令的实施带来了发展的机会,也产生一系列问题,而城镇化建设便是其中之一。文章通过对生态功能区的发展进行梳理,围绕国有林区"禁伐令"的"禁"与城镇化建设中的"建"来探讨国有林区新型城镇化建设中的主要问题,并针对产生的问题提出一些建议。

The Logging ban of the state-owned forestry centre formally implemented in April 1, 2014. Meanwhile,the meaning of the ecological function area about Da Hinggan Mountains and Xiao Hinggan Mountains is gradingfrom the regional economic planning of the province to national strategy. Reducing the residents on the environ-mental damage is the main thought of protection during the construction of functional areas, and promoting theprocess of urbanization is one of the important link. The essay on the development of ecological function areas aresummarized, studying the main problems of construction of new towns in the state-owned forest area around thestate-owned forest logging ban and the urbanization construction, and puting forward some suggestions for the possible problems.
