摘要
乡镇林业工作站在基层林业管理与服务中肩负重要职能。文章论述了乡镇林业工作站管理体制的发展历程和现状;总结了林业站管理体制存在着机构虚置、职能缺失和投入机制不健全等问题;探析了基层行政管理体制、林业行政管理体制、林业发展环境等方面因素的影响;提出了通过优化林业站管理体系,健全职能设置,完善投入机制以实现林业站管理体制的优化和健全的相关建议。
Township forestry stations carry important functions of forestry management and service at the grass -roots level. This article discusses the development history and current situation of the forestry station administrativesystem, indicates some problems in it including the irresponsible institution, the absence of function and the imper-fect investment system, etc. The township administration, forestry administration and the environment of forest development are the main factors result in those problems. According to these, the article proposes some suggestions tooptimize and improve forestry station administrative system by improving the management system of forestry station,promoting the arrangement of functions and perfecting the input mechanism.
