四川省疾病预防控制机构能力现状分析及对策

Capability and Counterplan of Centers for Disease Control and Prevention (CDCs) in Sichuan Province

目的对四川省各级疾控中心能力现状进行分析,找出存在的问题,提出可行性建议及对策,为政府提供科学的决策依据和参考。方法数据来源2011年全国疾病预防控制机构基本信息统计,采取座谈会、深入访谈、实地调研等方法,定量与定性相结合进行分析。结果全省疾控机构数占卫生机构总量的0.85%,疾控人员占卫生人员总量的4.51%,均低于全国平均水平;全省编制总数11 968人,在编在职职工10 843人,其中,省级687人、市级1 904人、县级8 252人。专业技术人员中排名前3的是传染病控制、卫生检验和计划免疫;人员综合素质不高,人员结构综合评分27.81分,全国排名第24位,西部地区排名第8位。省、市、县级总支出分别占总收入的101.83%,98.20%和93%,均高于全国和西部平均水平,各级政府财政支持严重不足;人员待遇不高,特别是省疾控中心和雅安市疾控中心表现比较突出;省级人均业务用房面积是38 m2,未达到国家标准,市县两级均达到国家标准。结论进一步争取政府重视和投入,加强疾控人员能力建设,急需提高疾控人员福利待遇,使疾控人员更加安心本职工作,更好履行职责义务,更好为四川省疾病防治事业做出应有贡献。

Objective To analyze the capability status of CDCs in Sichuan province,identify the problems and propose feasible suggestions and countermeasures and to provide scientific decision basis and references for the government.Methods Data were collected from the national information reporting system in CDCs;in-depth review,conversaziones and on- site survey were conducted.Results The number of CDCs accounted for 0.85% of the total health institutions in Sichuan province,and the number of staffs in CDCs accounted for 4.51% of the total heath staffs.The aforementioned two indicator were both lower than that of average national level.The authorized strength of CDCs within Sichuan was 11 968 and permanent workers were 10 843,with 687 in provincial center,1904 in municipal level centers and 8252 in county level centers.The top three professional with the highest number of staff were communicable disease control,sanitary inspection and immunization.Comprehensive quality of the staffs was not high;the personnel structure of the comprehensive score was only 27.81 points,ranked 24th in domestic and 8th in the west provinces of China,respectively.The total expenditures accounted for 101.85%,98.20% and 93% of total income at provincial,city and county level respectively,all higher than the average level of the whole nation and west provinces.Serious shortage exhibited in financial support of the governments at all levels.Personnel salary was not high,especially in provincial CDC and Ya’ an CDC.Provincial profession per capita housing area was 38 m2,which failed to reach the national standard;however,at both city and county level it reached the national standard.Conclusion Governments should attaché important to and give further investment to strengthen construction of ability of CDC staffs.In addition,it is urgent to improve welfare treatment to make them focus on the job and better to fulfill their obligations and responsibilities,and finally to make due contribution for disease control and prevention in Sichuan.
