摘要
高新区"二次创业",特别是国家自主创新战略对国家高新区的发展提出了新的要求。本文从高新区自主创新能力的培育与提升出发,构建高新区创新与创业环境的要素。
“Second pioneering” in high-tech zones, especially refering to new requirements for the development of national high-tech zones proposed by national innovation strategy. From the cultivation and promotion of independent and innovational capability of high-tech zones, this paper establishes elements of innovation and entrepreneurial environment in high-tech zones.
