铁路企业安全风险管理文化建设之重点

Emphasis of Railway Enterprises' Safety Risk Management Cultural Construction

近两年,铁路安全管理作了战略调整,全面推行安全风险管理,安全文化建设得到了高度重视。文章应用企业文化原理、安全科学原理和企业风险管理等有关理论,针对当前铁路企业现状,全面剖析了安全风险管理文化物质层、制度行为层和精神层各层面的优势和劣势,提出了铁路企业安全风险管理文化建设的工作重点应主要放在安全风险防控技术手段构建、安全风险管理文化培训及其理念行为转化三个方面,并给出了相应对策。

In recent years, strategic adjustments are made in railway safety management, where safety risk management is carded out, and cultural construction of safety gains much attention. Taking advantage of related theory in enterprise culture, safety science and enterprise risk management, considering current situations of railway enterprises, this article comprehensively analyzes the advantages and disadvantages of safety risk management in terms of cultural material layer, institutional behavior layer and spiritual layer. The article then proposes that emphasis of railway enterprises＇ safety risk management cultural construction should be laid on three aspects, i.e. the establishment of safety risk prevention and control measures, the cultural training in safety risk management, and its idea-to-behavior transformation, and gives corresponding solutions.
