Spatial Econometric Analysis of China's Air Pollution Control Investment Characteristics

我国近年来空气污染的问题越来越严重,为了改善空气质量,对空气污染治理进行投资是必不可少的。影响空气污染治理投资的因素很多,但是空间因素却没有得到相应的重视。为此,以省级空气污染治理的空间相关性论述为重点,首先对省级空气污染治理进行Moran I指数分析,然后建立空间计量模型,得出中国空气污染治理投资具有空间相关性和空间聚集性,中央政府环境保护投入不足、地方政府财政分权度提高有利于空气污染治理等结论,提出我国应该从区域联防联控、提高地方政府财政自由度、切实加大地方政府环境管制力度等方面入手进行空气污染治理。

In recent years, the problem of air pollution in our country has become more and more serious. In order to improve air quality, putting emphasis on air pollution control investment is essential. There are a lot of factors affecting air pollution control investments, but the spatial factor has not been given due attention. In this paper, the provincial spatial correlation of air pollution control investment is discussed. First. focuses on the provincial air pollution control analysis through Moran I index, and then builds a spatial econometric model. It is concluded that China＇s air pollution control investment has spatial correlation and spatial aggregation effects, and central government＇s investment in environmental proteclion is inadequate. Local governments raise the degree of fiscal decentralization could benefit air pollution control and so on. In the end, it puts forward some measures, such as forming the joinl prew, ntion and control between areas, improving local government financial freedom, effectively increasing the intensity of local government environmental regulation.
