Countermeasures and Proposals on Margin System of Improved Environment Restoration and Control

煤炭开采对环境的影响引起了社会各界的重视,采取对策加大环境治理成为共识。为促进可持续发展,实施环境恢复治理保证金制度成为政府首选。从环境治理保证金政策角度结合煤炭企业现状,分析了对煤炭企业的影响,政策存在的问题,同时从完善政策等方面提出了解决办法。

Coal mining affected to the environment caused a high attention by all walks of life in China society and the countermeasures applied to enhance the environment control became a common view. In order to promote the sustainable development, to implement a margin system of the environment restoration and control became a first selection of the Government. From a view of the margin system of the environment control and in combination with the present status of the coal enterprises, the paper had an analysis on the influences to the coal enterprise and the problems existed in the policy and provided a solution from the policy improvement and other aspects.
