大学章程核准中的若干问题探讨——以教育部核准六所大学章程为例

Several Issues regarding the Approval of the University Regulation:With the Examples of the First Six Universities Whose Regulations Have Been Approved by the MOE

核准是《高等学校章程制定暂行办法》专章规定的大学章程生效的关键一环。近期,教育部已经对第一批六所大学的章程进行了核准,这对于加快建设中国特色现代大学制度具有重要意义。但在核准的过程中,关于大学章程核准的性质还存在争议,核准的主体、程序等亟待完善。

Subject to the Interim Provisions for Formulation University Regulations, the MOE approval is a key step for the university regulation to take effect. The Ministry of Education has recently approved the regulations of six universities, which is of great significance in the construction of the modern university system with Chinese characteristics. However, there are different opinions with regard to the nature of the approval procedure and the authorized universities and the operating procedure.
