A Research on Information Accessibility in Institutions of Higher Learning in Developed Countries

高等学校向师生员工和社会公众公开信息,是高校履行公开责任、面向社会自主办学的重要制度安排。近些年来,世界范围内的学校信息公开发展很快,成为许多政府和学校推动教育现代化的共同选择。从比较的视角来看,由于各国政治体制、历史传统、思想观念、社会环境不同,各个国家高校信息公开在立法、政策、实践等方面都有自己的特点。研究发达国家高校信息公开的顶层设计、制度规范和发展历程,吸收国外高校信息公开的好做法、好经验,有助于为我国改进教育治理提供新的制度启迪,为中国特色现代大学的建设注入新的内涵。

Making the information accessible to all faculty and students, as well as the public, is a necessary system arrangement for institutions of higher learning to fulfill the public responsibility and run the schools independently. In recent years, information openness in the world develops so fast that it has become the common choice for many governments and schools in order to promote education modernization. From the perspective of comparison, due to the different national political system, historical tradition, ideology and social environment, information openness in different countries has its own characteristics in such aspects. Studying the top designing, the system of information disclosure norms and development course of some developed countries＇ information openness and absorbing their practice and experience will help to enlighten China in her improvement of education management and give new intentions to the construction of the modern university with Chinese characteristics.
