Trends in Global Nuclear Smuggling and Its Governance

自从人类步入核时代以来,核走私就是核扩散的重要途径。随着敏感核材料与核技术的扩散,核恐怖主义已成为现实的全球安全威胁,并被列入全球核安全议程。打击核走私已成为严防核恐怖主义的第一道防线。在21世纪,核走私呈现出全球布局分散化、核裂变材料比例固定化、作案团队有组织化、作案手法专业化的发展态势。国际社会应该加强多层面、多领域的合作,从根源上断绝恐怖分子获取核能力的渠道,以消除核扩散的安全隐患。

Ever since the beginning of the nuclear age,nuclear smuggling has been an important channel for nuclear proliferation. With the spread of sensitive nuclear material and nuclear technology,nuclear terrorism has become a real global security threat on the agenda of global nuclear security. Fighting nuclear smuggling is the first line of defense against nuclear terrorism. The 21 stcentury w itnesses four trends in nuclear smuggling: the scope of smugging is spreading to the w orld,the proportions of nuclear fissile materials are relatively stable,the smuggling netw orks are more organized and their methods are more professional. The international community should improve governance of the issue through cooperation in various fields and on various levels,to cut off the channels through w hich terrorist could have access to nuclear fissile materials so as to eliminate the security risks of nuclear proliferation.
