“中国-东盟命运共同体”构想下南海问题的前景展望

A Prospect Forecast of the South China Sea Issues under the Concept of China- ASEAN Community of Destiny

2013年10月,中国国家主席习近平在到访印度尼西亚时提出了"中国—东盟命运共同体"战略构想。这一战略构想为中国和东盟的战略伙伴关系的发展,特别是双方政治互信和安全合作关系的增进提供了新理念、新指南,同时或可为南海问题和南海局势的发展带来新环境、新框架。中国不仅要持续推进中国—东盟战略伙伴关系和为双方在南海问题上展开互动营造更为良好的政治氛围,而且还应积极与东盟就南海议题保证沟通渠道的畅通和正面应对东盟在南海问题上的考虑,增强互动的实效性和共同维护南海地区的稳定与和平,促使南海由争端的焦点变为中国—东盟合作关系的纽带。

In October 2013,the President of China,Xi Jinping,proposed the strategic thinking of 'China-ASEAN Community of Destiny' while visiting Indonesia. This thinking provides a new idea and a new guideline for the development of the China-ASEAN Strategic Partnership. Meanwhile,the new thinking could probably also bring new environment and framework to the issue of South China Sea and the situation of the region. China should continue to develop China-ASEAN strategic partnership and bilateral interaction in the issue of South China Sea,constructing fine political environment. It is also necessary to actively communicate and directly confront with ASEAN countries over the issue,strengthening bilateral interaction,maintaining stability and peace of the South China Sea region,and turning the focus of South China Sea dispute into the tie of China-ASEAN cooperation.
