高校图书馆的变革之专利信息服务初探

An Initial Research on Patent Information Service in University Library Reformation

高校专利技术是产学研的科研成果,是一个国家创新技术的主要来源,促进高校专利产业化意义重大,但现实中由于我国高校专利技术转移办公室的设置不足、低效等原因致高校专利技术转移不畅。另一方面,高校图书馆正在面临着变革的困境,高校图书馆是否有可能利用自身的优势资源为本校师生进行专利信息服务?本文首先基于文献计量的方法,对我国专利产业化相关的文献进行定量分析,剖析了制约我国专利产业化的主因,然后以浙江工业大学图书馆为例探讨了高校图书馆通过与技术转移办公室充分合作、向师生提供创新性学科服务——专利信息服务的可行性。

University Patent Technology, one of the research achievements of CEEUSRO （Cooperation Education of Enterprise, University and Scientific Research Organization）, is the main source of a country＇s innovative teclmology and plays a significant role in promoting Patent Industrialization. The fact is, however, the shortage and low efficiency of Patent Technology Transfer offices have hindered the Patent Technology Transfer in domestic universities. On the other hand, faces up with the crisis of Refonnation, it proves to be another problem whether university libraries are able to provide Patent Infonnation Service for the teachers and students using their superior resources. Based on the method of bibliometrics, this thesis first conducted a quantitative analysis on relevant literature about domestic Patent Industrialization, and attempted to analyze on the main restricting factors of it. Then, as an example, Zhejiang University of Technology was examined over the possibility of university libraries providing innovative subject service--Patent Information Service for teachers and students through cooperation with orr.
