中国国家治理体系与治理能力现代化的关键在于协调好治理结构与治理功能的关系,实现治理体系与治理能力的有机耦合。国家治理现代化首先要解决党政关系的合宪化、政治过程的法治化和政治生态的常态化。国家治理体系的重构要实现治理理念的现代化、治理制度的再造、治理主体的协作、治理过程的科学化和治理绩效的优化五个方面的重整。国家治理能力的提升需要增强决策能力、执行能力、发展能力、分配能力、保障能力和统筹能力,通过统筹治理实现国家治理体系与治理能力的内源式发展。

The key to modernize China＇ s governance system and governance capability lies in realizing organic coupling of the two, and coordinating the relationship between governance structure and governance functions. Modernizing Chinah governance needs to have constitutional relationship between the Party and the government, legitimate political process and normal political ecology. Re construction of China＇ s governance system means to modernize the concept of governance, recon struct the governance system, make the governance body synergic, have scientific governance process and optimize governance performance. Promoting governance capability needs to enhance the decisionmaking ability, executive ability, development ability, assignment ability, support ability and ordination ability. Through overall governance we can realize coordinated development of govern ance system and management capability.
