新制度经济学视角下中国低碳城市发展的困境解析

The Analysis of the Development Dilemma of Low-Carbon Cities in China Based on the New Institutional Economics

中国在低碳城市发展方面付出诸多努力,效果却不如人意,近期更是频繁遭受雾霾袭击。为了探究其中症结,本文以新制度经济学为分析工具,将影响低碳建设的因素分为非正式制度、正式制度、非制度因素,并理清三者关系和作用。接着,以长期被学界忽略的非正式制度为切入点,以"重中心,轻边缘"哲学观为例,解析了它是如何影响中国低碳城市发展的。最后,提出低碳城市发展要注重协调低碳非正式制度、正式制度、非制度因素之间的关系。

China has made lots of efforts into the development of low-carbon cities. However, the result is not satisfactory and China is suffering a lot from hazy weather recently. In order to explore the crux of the matter, this paper, using the new institutional economics as the analysis tool, divides influence factors on the constructions of low-carbon cities into three ones, including informal institutions, formal institutions and non-institutions, and then clarifies the relationship between them and their respective roles. Next, this paper takes informal institutions, which have been ignored by the academic circles for a long time, as the breakthrough point, and then takes the philosophical view of＂ high values placed on the centre while low value placed on the fringe ＂ as the example to analyze what effects it has on the development of low-carbon cities in China. Finally, this paper proposes that the development of low-carbon cities need to ensure the coordination of informal institutions, formal institutions and non-institutions.
