湖北省咸宁市重性精神病人综合社会管理方式探讨

Discussion on the Comprehensive Social Management on Severe Mental Illness in Xianning,Hubei

湖北省咸宁市于2010-2012年试行重性精神病人综合社会管理方式以来,在咸宁市政府主导下,构建了由公安、卫生、城管、民政等部门组成的多方联动管理机制,病人从救治到就业帮助等综合治理工作均取得了较好的成效。该种方式突出的创新点是"多方联动、落实到位及多渠道筹资"。该社会管理方式可为其他地区建立和完善重性精神病人社会化服务模式,推动我国精神卫生服务发展提供借鉴。

This article aims at evaluating the comprehensive social management method of Xianning which was tried in 2010 to 2012 for pa-tients with severe mental.The results show that Xianning Method is an innovation comprehensive social management model of government -led with multi-departments linkage of public security, health, urban management, civil affairs and so on, from patient treatments to employment help.And its highlighting innovation is ＆quot;implemented multi-linkage and multi-channel financing＇.This method provides the reference for es-tablishing and improving a social service model for severe mental patients in other areas to promote our mental health service .
