Open up New Prospect of Oceanic and Fisheries in LiaoningProvince at Beginning of New Century

在总结第九个五年计划 ( 1996～ 2 0 0 0年 )期间“海上辽宁”建设取得重大进展的基础上 ,提出了第十个五年计划 ( 2 0 0 1～ 2 0 0 5年 )期间“海上辽宁”建设的指导思想和奋斗目标 ;着重阐述了 2 0 0 1年的工作重点和具体措施。

Based on the significant achievements in Liaoning oceanic and fisheries field during the ninth “five years plan”(1996～2000),this paper put forward the genenal idea and farget during the tenth “five years plan”(2001～2005),and emphatically point out the key and measurement in 2001.
