摘要
从创新和创新体系的概念出发 ,着重介绍测绘技术创新的重要性 ,提出了建立测绘技术创新体系的一系列对策和措施。
Starting from the concepts of the innovation and the innovation system, the importance of the S/M technical innovation is emphasised, and a series of policies and measures for establishing the S/M technical innovation system are provided.
