论西部自然资源的法律配置

On the Legal Allocation of the Western Natural Resources

本文从我国西部自然资源的现状和西部大开发的现实出发 ,认为对西部自然资源的法律配置 ,首先应根据自然资源的类型及其自身特点建立多层次的所有权体系 ,并运用民法、经济法、行政法等法律手段配置西部自然资源 ,从而实现对各种自然资源的有效利用、保护和管理。

Based on the present situation of the western natural resources and the reality of the western development of our country,this paper comes to the conclusion that,to realize the allocation of western natural resources,a system of multi-level ownership should be established first based on the types and the characteristics of natural resources,and the western natural resources should be allocated by such legal means as civil law,economic law,administrative law,by which the efficient exploitation,protection and administration of natural resources can be realized.
