公共图书馆建设 ,应该是科教兴国战略的重要组成部分。如同科技、教育对经济发展具有战略意义一样 ,公共图书馆建设也具有战略意义。因此 ,它应该同科技、教育一样 ,处于优先发展的战略中。应该建立城乡图书馆网 ,使全国人民都有书读 ,并把培养全社会的读书风气 。

The construction of public libraries is an important part of the strategy of developing our country by science,technology and education.Science,technology and education are of strategic significance to economic development.So is the construction of public libraries.Therefore,like science,technology and education,it should be given top priority in the strategy.We suggest that network of libraries should be set up in both cities and countries so that people can have access to libraries everywhere.Besides,creating an atmosphere of reading all over the country should be laid down as a fundamental national policy.
