A Discussion on the Decision-making Basis of the Reform of Medical and Health Systems

本文从卫生改革的理由入手,论述了卫生改革应解决的五个焦点问题,并提出了改革的几种模式设想。

There are two reasons for the refrom of medical and health systems, i. e. lower charge standard and the drawbacks of free medical service. The paper discusses five main problems which should be resolves in the reform,and puts forward several models for the reform.
