建立可持续发展影响评价制度 ,可以防止恶性后果出现 ,提高可持续发展能力 ,避免决策出现重大失误 ,也是实施科学管理的保障。根据可持续发展影响评价具有战略性、综合性、区域性、系统性、阶段性等特点 ,在评价过程中应当遵循 :一公正、客观、科学相结合的原则 ,二突出长期的、潜在的和累积性影响的原则 ,三注重发展效果和增强发展能力相结合的原则。可持续发展影响评价指标体系的建立 ,应当遵循整体性、可操作性、相对独立性、层次性、差异性。

To establish the evaluation regulations of the influence of the continuable development,which safeguards the enforcement of scientific administration,can guard against vicious consequences,heighten potentiality of continuable development,avoid culpable negligence in making strategic decisions. The evaluation of the influence of the continuable development is characteristic of strategy,multiplicity,regionalism,systematicness,and phase,based on all of which these principles should be followed:1.combination of justice,objectiveness,and science;2.giving prominence to long term,potential,and accumulative influences;3.combination of laying stress on the developmental effect and heightening developmental potentiality. The establishment of the target system concerning the evaluation of the influence of the continuable development should follow the principles of entirety,operationableness,relative independence,administrative levels,diversity,and the combination of stability and dynamic state.
