摘要
素质教育实施“雷声大、雨点小”的原因很多,但目前主要是实施条件不足,表现在社会环境、科学的素质教育理论、教育系统内部机制等方面。
People usually 'talk a lot but do a little' about quality-oriented education. There are many reasons for this, and the important one is the lack of favorable conditions in terms of social environment, scientific theory and the inner organism of educational system.
