According to the theory of meta synthesis methodology from qualitative analysis to quantitative analysis and methodology of Wuli Shili Renli, the necessity and specialty of evaluation for information system projects are discussed. A new targets mould and an integrated method of DHGF(Delphi, analytic Hierarchy process, Grey incidence degree and Fuzzy comprehensive evaluation) are proposed. The relation of the qualitative targets and quantitative targets is researched.
