摘要
从客观发展规律和世界各国成功的区域开发经验可以看出，做好环境保护工作是适应现代化发展需要和促进开发工作取得成效的基础保证。本文以此作为主旨，在正确认识西部地区主要生态环境问题基础上，提出了在逐步实现西部现代化过程中环境保护工作的基本原则、目标、规划和各项推进政策，为西部大开发宏观规划的顺利实施献策。
We can recognize that the environmental protection is the foundamental guarantee according with modernization and development from the objective law and the successful experience of region development all over the world. On the basis of knowing the main ecological environmental problems, the paper raises the principle, target, planning and policy in the course of realizing modernization of the west, offering advice for the western development.
