The competition between local tertiary institutions and tertiary institutions under the direct administration of state educational commission in terms of research competence is manifested in the competition of qualified researchers. In this paper, author has made an exploration into the role and position of qualified researchers, raising some problems in talents introduction and self-cultivation and putting forward some tentative solutions.
