摘要 社区发展是通过社区全体成员的积极参与和首创精神 ,旨在提高整个社区生活质量的运动。社区发展是终身教育体系的依托 ,终身教育则是社区发展的重要内涵 ,也是社区发展的重要动力。正确认识两者之间的双向促进关系 ,在社区发展的总体框架中构建终身教育体系 ,将有助于推进社区以至整个社会的健康发展。 Lifelong education is an important connotation and a driving force of community development, therefore it should become the center of community development. Lifelong education inside a community generally falls into three subsystems: the regular educational system from kindergarten to primary, secondary school and finally university, non formal educational system providing workers from all walks of life all kinds of training, the informal educational system by which we refer to institutions such as museums, exhibitions, memorial halls, cultural centers, science centers as well as TV, radio, movies, books, newspapers, magazines and recreational activities, as well as the education done by the family. Under the guideline of lifelong education, the combination of the three subsystem will enrich and enlarge its structure and functions gradually, turn it into a community educational networking system which is well organized, well operating, well adjusting, well functioning, improving the progress and civilization of the community.$$$$ The dynamics and vitality of the community comes from the ability and good quality of the community residents. Lifelong education improves the community development mainly by way of raise the residents quality in productivity of both material and spiritual life. The author holds that lifelong education in essence is a one aiming to develop individuals. A physically and mentally sound person is not only a laborer, but also a person with feelings and personal pursuits, who enjoys the material and spiritual life that he himself produces. Lifelong education is a cause which grows inside a community and offers services for the community, which hold a solid foundation in society and among people. Every member of the community will become the receiver of lifelong education. While some special groups of people, for instance, women, the disabled , the elderly and some other marginal people who, for some reason or another, used to be neglected, will be given great attention.$$$$The establishment of a lifelong education system, which goes through the progressive process from part to the whole, needs an extensive and solid social foundation. We need to build up some advanced communities that are 'spots' of lifelong education to be extended and stretched to the whole society. Its establishment also rely on the existing educational system. As for a particular community, the conditions of educational system are roughly as the following: the historic tasks of 'two basics' completed to a high standard; the secondary schooling (senior high) popularized, high education as a usual way of mass production and teaching resources for adult learning rich enough to guarantee every member of the community in their learning and education.$$$$Finally, the article puts forward the following suggestions: · The managerial organizations should place lifelong education on its agenda as soon as possible. · Build up the community lifelong education based on the existing situation of the community · Gradually realize the concept of lifelong education through experiments.
