社会主义市场经济体制下的城镇化战略与对策

THE STRATEGY AND COUNTERMEASURE OF URBANIZATION IN THE SYSTEM OF THE SOCIALIST MARKET ECONOMY

经济是城镇化的基础,经济发展的道路与体制,决定了城镇化的战略与对策。城镇化的进程和质量又反过来影响经济的发展。在当前我国经济向市场经济体制转轨的形势下,必须研究传统城镇化战略与体制如何向新体制转轨,并以此为契机,加快和提高云南省的城镇化速度与质量。云南省是我国城镇化水平最低的省区之一,云南省政府十年规划和设市规划等材料都明确提出要加快云南省城镇化发展,但如何制定相应的具体政策,并努力尽快配套实施,本文提出下较具体的意见。

Economy is to be trated as the foundtion of the urbanization, whose policy and treatment depend upon the course of the economic growth and the system of the economy. On the contrary, the process and quality of making city and town affect the economic growth. As Chinese economy is the tendency of transforming the traditional economic system into the market one, it is necessary to study how the traditional economy turn into the modern one, and from this good opportunity, to auderate and advance the level of the urbanization in Yunnan of China. Yunnan is one of provinces of the poorest urbanization in China, and the present government have considerably proclaimed to accelerate the development of its urbanization in its ciuic scheme and the ten-year plan over its society and economy, This essay, as concerns making the practical policy and the action measure, prepare to study the practical suggestions over problems above.
