南昆铁路云南境内经济区城镇体系布局

DISTRIBUTION OF THE CITY-TOWN SYSTEM OF ECONOMIC ZONE IN YUNNAN ALONG THE NANNING-KUNMING RAILWAY LINE

本文以南昆铁路所经县区为主,同时考虑经济辐射关系,划定南昆铁路云南境内经济区。简要分析了区内城镇体系的现状:为云南城镇化水平最高的地区,但除昆明、曲靖两市外,其他城镇都具半城半乡特点,且城镇间缺乏明显的专业分工,难予发挥各城镇的优势。提出了城镇体系布局的四条原则,即城镇发展应与经济社会发展相协调;城镇体系的建设必须分工明确又紧密联系;城镇规划要严格控制大城市,积极发展中小城镇;农村剩余劳动力的转移应与促进中小城镇的发展为主。在此基础上拟定了以昆明市和曲靖市为中心的两片区城镇体系协调发展的规划设想:确定昆明市和曲靖市城市性质和发展规模;积极创造条件,发展安宁和晋宁县城为市;加强其他县城、重点镇和乡镇的建设,通过以上规划的实现。

This paper mainly research on the cities and towns along the Nan-Kun railway line, meanwhile considering the relationship of economical radiation. Circling the economic zone in Yunnan along the Nan-Kun railway line. Simply analysing the present situation of the city-town system in this region: The level of urbanisation in the zone is the highest in Yunnan, except Kunming and Qujing, other cities and towns are of quasi city-town characteristic, Lacking distinct special division of labour between these cities and towns, it is hard to elaborate their superiorities. This paper posed four principles of distribution of the city-town system. The development of cities and towns should coordinate that of economics and society. The construction of the city-town system should contact inseparable and have the distinct division of labour. The planning of the cities and towns should strictly control the scale of the large city, positively develop the medium and small cities and towns. The transfer of the surplus labours in village should promote the development of the medium and small cities. On this basis, drafting the two districts city-town system coordinating development planning assumption, in the core of Kunming and Qujing. Defining the city character and scale of Kunming and Qujing. Positively creating the conditions, develop Anning and Jinning into city. Strengthen the construction of othr county towns and important towns. With the implement of the above planning assumption, the construction of the city-town system of the whole zone will tend to consummate.
