近年，我国纸业发展受到国家高度重视，加大投资力度，大幅度进行产业调整。以提高整个产业综合竞争力和实现规模效益。其关键的动力是提高资本效率和低成本扩张。本文通过对造纸行业建设投资和成本的现状和结构性进行分析，明晰我国纸业在此方面所存在的问题和与国际水平对接中所处的优劣，希望能为行业调整和投资决策提供参考。

Based on the analysis of the present situation and structure of construction investment and cost expending of China's pulp and paper industry,the existing problems are discussed.The paper can be the reference for investment decision making in the industry.
