摘要
从企业经营者的角度,比较了国有企业和非国有企业在企业发展战略的制定和实施、企业激励机制的设计与实现上的异同点,认为建立现代企业制度是国企走出困境的根本途径。要加速政企分开和强化国家对国有企业的管理;要对不同的企业实行不同的产权制度改造;要建立有效的激励和约束机制,要加强对国有企业管理的系统研究,降低国企的改革成本。
From the stand point of enterprise operators, this article makes an analysis of similarities and differences between state - owned and non - state - owned enterprises on the compilation and implementation of enterprise development strategy and enterprise stimulation mechanisms. The article holds therefore that the establishment of modern corporate system is a wayout of basic importance for the state - owned enterprises to extricate themselves from dilemma. Separation of government from enterprises is to be speeded up, enhanced state administration over state - owned enterprises is to be strengthened, different property right systems are to be implemented on different enterprises, effective stimulation and restrain Systems are to be set up and a systematic research on enterprise management system is to be fostered so as to lower the costs of reforms in state - owned enterprises.
