The author profoundly realizes the cause that development is the theme in the Suggestions Concerning Formulating National Economy & Social Development for the Tenth Five-Year-Plan by the CCCPC.The development indicates the adjustment of economic structure, motivation reform, opening policy and advancement of science & technology. The objective of it is to increase people's living standards.
