Deng Xiaoping's idea of“two overall situations',namely the pro sperity for all the nationalities in both west and east Chin a,is the continuation of our Party's fine tradition and its concern for the development of west China,especially the minori ty areas.Its three-step development,centering on future realizatio n of modernizationand of the prosperity for all,reveals the nature of this idea for developing west China in the 21st century.
