中国可持续发展的实验区建设及其理论思考

The thinking on the theory and construction of sustainable developmental experiment zone in China

中国是世界上第一个形成国家级２１世纪议程，并将可持续发展作为基本国策的国家。围绕《中国２１世纪议程》所界定的战略框架，可持续发展在中国自上而下不断推进，深入到地方，并建立了可持续发展的实验区。本文在剖析可持续发展在中国的实践领域和操作层面的基础上，论述了中国可持续发展实验区的发展状况与功能定位，并对可持续发展实验区建设进行理性思考，总结经验、发现问题，提出推进实验区发展的建议。

China is the first country in the world to make the 21st century agenda at national level, and take the sustainable development as its fundamental state policy. In compliance with the layout of the China 21st Century Agenda, the sustainable development was implemented from upper government down to local level without interruption, and the experimental zone for the sustainable development was established. Based on the analysis of practice and execution of the sustainable development in China, it discussed the current situation and functional position of China sustainable development experimental zone, gave reasonable thinking over the construction of the sustainable development experimental zone, summed up experience, found problems and put forth proposals for propelling the development of experimental zone.
