实施西部大开发战略,加快中西部地区发展的构想和建议

PLANS AND SUGGESTIONS FOR SPEEDING UP THE DEVELOPMENT OF THE CENTRAL AND WESTERN REGIONS THROUGH THE IMPLE-MENTATION OF THE DEVELOPMENT STRATEGY OF WESTERN REGIONS

本文对如何开发西部 ,加快中西部地区发展 ,提出了三个层次的战略构想。促进长江经济带和陇海—兰新经济带开发开放 ,培养南昆经济带 ,新设两个经济特区等 ,其目的是在中西部地区界定优势区位和增长极 (点 )区域。笔者在政策设计上提出“超特区”模式 。

The article put forward three strategic concepts on ways of developing the western regions and speeding up the development of the central and western regions. The three concepts are: To promote the development and opening up of the Yangtze River Economic Belt and Longhai (Lanzhou-Lianyungang)-Lanxin (Lanzhou-Xinjiang) Economic Belt; To build up Nankun (Nanning-Kunming) Economic Belt; To newly establish two special economic zones. The purpose is to make out the areas in the central and western regions for enjoying preferential policies and areas for economic growth. The author introduced the pattern of “super special economic zones'in the formulation of policies and he also put forward some relevant suggestions.
