摘要
本文分析了上海高新技术开发区的建设现状 ,揭示了上海高新技术开发区建设和发展存在的问题和面临的挑战 。
The New and High Technology Industrial Zone (high-tech zone, NHTIZ) of Shanghai, consisting of six high-tech parks, is one of the first high-tech zones built in China. Excelling in sectors of electronic information, new materials, bioengineering, photo-electromechanical integration, etc., it has grown into important base for the development of new and high technological industries in Shanghai. In comparison with the development of NHTIZ of Beijing and Shenzhen, The New and High Technology Industrial Zone of Shanghai fell behind relatively in the past years because of the less attention to its development and puniness of non-government-run scientific enterprises. Currently, the NHTIZ development in Shanghai faces more market challenge than in Beijing or Shenzhen. In order to accelerate the NHTIZ development, Shanghai should focus on the improvement of its regulation system innovation, increase the venture capital, manage the risk investment, develop diverse forms of non-government-run scientific enterprises, and enlarge the intra- and international academic exchange and economic cooperation. As a result, Shanghai new and high technology industrial zone will be built to house talents engaged in technology innovation, a key place for research and development institutes, incubators, high-tech enterprises and high-quality intermediary service firms; and become a magnet for overseas innovation businesses and transnational conglomerates. It will play more and more active part in the future optimization and readjustment of Shanghai economic structure, and promote the city sustainable development.
