调整产业结构——广西参与西部大开发战略的重中之重

Industrial structure adjustment as the key point of the strategy for cuangxi's participation in Western Development

文章认为 ,广西实施西部大开发战略 ,推动经济发展 ,关键在能否将产业结构调整好。在这个问题上必须有新思路 ,新办法 ,应当 :①要坚定以发展特色产业作为调整产业结构的方向 ;②要把工作重心放在城市产业结构调整方面 ;③依靠科技与人才 ,实现传统产业的改造、升级与发展高新技术产业相结合 ;④发挥基础作用与发挥优势相协调相配合 ;⑤处理好市场导向与创新的辩证关系。文章提出广西调整产业结构工作 ,在当前和今后一段时期 ,要集中力量抓好几个方面 :①着力发展高新技术产业 ;②加强水电开发 ,努力发展清洁能源产业 ;③高水平发展有色金属工业 ,有效地保护性开发大宗主体矿产及稀有战略性矿产 ;④充分运用天时、地理、气候造就的独特优势 ,将林产林化、制糖、食品工业充分发展好。

In the artide,the author believes that the carrying out of the western development strategy and the promoting of the economic development depend on the effective industrial structure adjustment.For doing this,new ideas and new methods are in need:1.Insisting on developing specialty industries as the direction of industrial structure adjustment;2.Putting emphasis upon urban industrial structure adjustment;3.Relying on science,technologies and talents to realize the combination of the renovation and upgradation of traditional industries and the development of high-tech industries;4.Coordination of the functioning of foundation and advantages;5.Dealing properly with the dialectical relationship between market orientation and renovation.The author also holds that,in order to work out effectively the industrial structure adjustment plan by now and for a certain period in the future.one should concentrate on the following:1.Greatly developing the high-tech industries;2.Strengthening the hydropower development,working with effort to develop the clean-energy industries;3.Developing the nonferrous metal industries to a high level,making effectively protective development of the bulky main-body mineral deposits and strategic rare minerals;4.Making full use of the distinctive advantages contributed by the proper time ,geographicalposition and climate to put forestry,sugar refining and food industry to its full play.
