本文就贫困山区经济开发从何入手、起步产业和发展产业如何择定、林业在贫困山区经济开发中的地位、怎样解决贫困山区粮食短缺、开发资金的筹措和使用,如何加强党和政府对经济开发的领导等问题,作了比较系统的阐述,着重提出要重新认识山区,以林为主的目标模式没有过时,山区应重视粮食生产并逐步提高粮食自给率等观点。
