当前体制转换过程中的工商行政管理职能缺陷凸现 ,在未能充分发挥组织、调控、协调和监督作用 ,出现职能“真空地带”以及管理漏洞的同时 ,存在职能的错位误区、越权越位和一些非理性管理活动。究其原因 ,有体制转换、历史因素和外部关系多个方面 ,故而必须更新观念 ,改革体制 。

At present,industry and commerce administration in system conversion cannot fully bring organizing,controlling,harmonizing,supervising action into play and unfolds some managing abuses and function disfigurement when making offside,erroneous function and was led astray.As a result of system conversion,historical lamination and external terms,it is necessary to update notion,reform system and seek good external terms of mutual benefit in cooperation.
