To Construct a Knowledge-Economy-Oriented National System of Scientific Communication

科技传播在 2 0世纪获得了巨大的发展 ,但也遇到了一系列严重的困难。为促进科技传播事业的发展 ,支持社会的知识创新和知识应用 ,需要在国家宏观层面上对科技传播进行有效地管理和规划 ,建立国家科技传播体系。本文讨论了国家科技传播体系的基本内涵及其在社会 (国家 )创新体系中的功能 ,认为在建立国家科技传播体系中 ,应加强组织平台、产业平台、技术平台、相关政策法规体系等支撑平台的建设。

Although we have obtained great development in scientific communication, we have also met with a series of chal lenging difficulties. To accelerate scientific communication and support the innovation and application of knowledge, it is necessary to conduct an effective macrocontrol over the scientific communication and form a corresponding national system of scientific communication. This paper aims at a discussion of the essence of the system and its functions expected in the scientifc innovation, in which the author holds that in the national system of scientifice communication, it is quite necessary to enforce the construction of the corresponding supporting platforms such as organization platforms, industry platforms, technology platforms and a related policy system.
