制度创新在民营科技型企业技术创新中的作用及其对国有企业的借鉴意义

The Role of the Instutional Innovation in the Technological Innovation of the Non-govemmental Sci-tech Enterprises and the Signifieance to the State-owned Enterprises

本文把责任和激励作为沟通技术创新和制度创新的纽带 ,以“两不”、“四自”、“四权”这一民营科技型企业的典型经营机制为基础 ,讨论了民营科技型企业是如何通过“两不”、“四自”、“四权”的制度建设促进其技术创新机制形成的。并分析了上述制度建设对强化我国多数国有企业开展技术创新工作的责任和激励的借鉴意义。

The paper analyses how the non-governmental sci-tech enterprises, taking the duty and stimulation as the link between the institutional innovation and technological innovation, from their technological innovation system on the basis of the typical administrative mechanism. The construction of the institution mentioned above will reinforce the significance of the duty and reward to reform of the techniques of the state-owned enterprises.
