区域技术创新能力短期评估

The Measurement of the Capability of Regional Technical Innovation System

本文首先对我国技术创新研究的现状进行了总结，然后给出了区域技术创新系统的定义，对区域技术创新能力的影响因素进行了系统分析，将影响因素分为三个层次，在此基础上，建立了短期评估区域技术创新能力的指标体系。

Based on the summary of present situation of the technology innovation research of China, this paper provides a definition of regional technology innovation system, analyzes its key factors, and divides them into economic basement, environmental basement and technical basement of innovation. The economic basement is the basic one, and the cultural environment is more important than technical environment to the innovative ability of a region. Finally, this paper builds a target system of evaluating the capacibility of regional technology innovation system.
