西部大开发中的工程建设和移民安置，在带来诸多发展机遇的同时，也会带来一系列挑战，如加剧人地关系、破坏环境、造成受影响区域社会经济发展的正常秩序的打乱、既有的社会经济结构重构等等。要防范和对付这些风险，须要建立一套规范的工程建设和移民安置补偿标准制定、政策实施监测、利益返还机制，并进行一系列制度创新。

More and more national key construction projects, which usually cause tens of thousands of involuntary migrants, will be built in the west area with the Development of the West. It will bring along some risks as well as many opportunities. The challenges we have to face are a much tighter population－ land situation, an probably worse environment, the disturb of the normal order of socio－ economic development and the re－ construction of the socio－ economic structure. To cope with these challenges, some new systems, such as standardized methods to work out payment and compensation ratios, the monitoring of the resettlement practice and the returning benefit of the projects to the affected people, should be established as well as a series of institution innovation.
