提出了实施以德育为核心的素质教育是提高德育工作水平的关键和前提 ;高校德育工作必须主动地适应社会发展和教育改革的需要 ,转变观念 ,主动调整培养目标 ,使高校德育工作更具前瞻性、导向性 ;要始终以邓小平同志关于教育的“三个面向”为指导 ,充实德育工作内容 ,使高校德育工作具有鲜明的时代色彩 ;要随着社会发展和教育改革的不断深化 ,积极探索高校德育工作的新途径新载体 。

To implement morality centered quality education is the key and guarantee of raising moral education level, and moral education at colleges and universities must take the initiative to adapt itself to the requirement of social development and educational reform by renewing conception and adjusting training goals, so as to enhence its forward looking and directing. Under the guidance of Deng Xiaoping's thought about “Three things to face” on education, moral education should be enriched so as to keep in pace with the times. With social development and constant deepening of educational reform, new approaches and carriers of moral education at colleges and universities should be explored to enhance its validity.
