我国的科研管理工作中存在着两个政策导向的误区 :对于科研基金中标 ,过分地强调获得项目的地位和影响 ;在科研论文评价时 。

There are two misconceptions in the guidance of policy made for the management of scientific research projects and funds in our country. On the one hand, when tenders are being evaluated, the status and influence the tenders will have are over emphasized. On the other hand, the evaluation of scienfific papers, too much emphasis is laid on the influence of the SCI journals in which the papers are published.
