文章认为,几年来地勘工作行业管理实施过程中,存在着思想认识、领导体制、工作职能和管理手段四个方面的障碍。因此,必须在观念、模式、手段上实现根本性转变,明确工作内容,加强法规建设、制定行业政策,建立组织体系。
Administration over geological prospecting work has metin the past few years with obstacles arising from lack of correct thinkingand understanding of the new situation, imperfect administrative system,functions and means of management. Therefore it is imperative to bringabout a fundamental change in people's concepts and the patterns andmeans of supervision, and to clearly define the scope of administrativework, promptly draft and strengthen the enforcement of laws and regula-tions, formulate relevant policies and establish an organic system forcontrol.
