政府兴建住房与货币补贴成本比较研究

A Comparative Analysis of Cost between the Government Policy of Housing Rent Subsidization and the New Housing Construction

研究了政府为提高低收入阶层住房福利 ,是通过动用政府财政 ,以政府行为兴建廉租房或经济适用房 ,还是在住房市场中政府为其提供住房货币补贴的问题 .作者在Ohls住房模型的基础上 ,建立了一种新的住房过滤模型 ,通过对两种住房政策进行定量模拟比较发现 ,从政府支出成本最小角度衡量 。

The article presents a filtering model of housing market in competitive equilibrium.Based on the model,the comparative analysis between the government rent subsidy policy and the new government housing construction policy of low rent dwelling units or low cost livable dwelling units is provided. It is shown that the rent subsidy policy can be more efficient than the new construction policy in terms of cost to the government.
