摘要
评标涉及到怎样选择承建企业而使建设项目达到投资省、工期短、质量优的目的。运用价值工程的基本原理评价并处理功能与费用的关系，并对评标指标进行量化分析，利用价值系数的大小进行判断，可以优选承建企业，增加项目的经济效益。
Bid assessment concerns how to choose the contractor to make the construction project less investment, less time and better quality． Utilizing the principle of value engineering can deal with the relation between function and cost, quantify the indexes of bid assessment． Estimating the size of the value coefficent can choose the optimal contractor and promote the economic benefit of the project．
