“紧迫局面”是两船避让过程中客观存在的,也是海员应该尽力避免发生的一种局面.规则对此没有下定义,也未作明确的解释,致使航海界对它的认识长期得不到统一.本文在评析国内外关于紧迫局面的解释的基础上,提出一个定性和定量的概念,供同行们参考.
Close quarters situation' actually exists in the collision avoidance of two ships, and is also a situation which seamen should avoid by their own efforts. There is no definition of definite explanation about it in the Regulations. Thus, there has been so far no consensus of opinion about it in the maritime world. This paper presents a concept of close quarters situation quantitatively and qualitatively on the basis of comments on the explanations of close quarters situation proposed by domestic and foreign navigators or experts. We hope it can be used as reference for our colleagues.
